Certificate in monitoring and evaluation (CM&E) is a practice used to measure the performance of a development program or project. It is used to track progress, identify areas of improvement, and measure the success of a program or project. After spending a lot of resources and time in implementing projects, organizations need to look back and determine whether they were able to meet the objectives of their interventions. This course aimed to guide development organizations conduct precise and appropriate project monitoring and evaluation, then communicate and use results of M&E for improvement and future strategies.

Programme Informations
The entry qualifications for the Certificate in M&E programme of the OUT is any student with Advanced Certificate of Secondary Education Examination (A-level) with at least one Principal level pass from any subject and at least any 4 passes (D and above) from Form IV (O-level) subjects (drawn from any/all combinations), or a vocational training certificate from VETA or/and professional body regulations, or an equivalent recognized institution in Tanzania or internationally.
The programme accepts applications from students who have different education background because M&E is a cross-cutting inter-disciplinary subjects which needs to be applied across all professional areas.

Fee Total for the programme is 1,020,000/= TZS
Upon successful completion of the programme, the student is expected to demonstrate:
- Build an M&E plan
- Use mobile phone and other digital/electronic equipment such as KOBO Toolbox in field data collection
- Using quantitative and qualitative approaches in data collection
- Engage stakeholders through managerial and soft skills
- Design a communication plan to share results, recommendations, and emerging practices
- Develop basic report writing skills.
In line with OUT Policy and as specified in the University Prospectus Section 2.4 the assessment process of the OUT Certificate in M&E programme will comprise three parts as follows,
- Coursework which involves the final M&E group project which will carry 30%
- Final University Examination will carry 70%
